Co-founder of HRA Medical Management, Inc., he is Board Certified in Emergency Medicine and was Director of the Emergency Department at Sharp Chula Vista Medical Center for 30 years, prior to his retirement in May 2004. Dr. Packer was Chairman of the Emergency Department Committee and a member of the Hospital’s Medical Executive Committee and its Quality Council. He was responsible for the development and implementation of departmental evaluation of patient care, ongoing monitoring of clinical practice of emergency department physicians, credentialing and privileging and review and had oversight of medical education and utilization review.

In addition, Dr. Packer continued the review of the professional performance of all practitioners with clinical privileges in the department with regular reports to the president of the medical staff and the Medical Executive Committee.

As Director of Clinical Quality Assessment for HRA, Dr. Packer provides clinical and compliance support to client physician groups as well as assessment of reports and dictation standards. He also assists client physician groups in matters pertaining to documentation in accordance with medical legal requirements and current HIPAA compliance.
