Responsible for a variety of services designed to maximize reimbursement
and counter abusive payment practices of insurance carriers, Mr. Packer serves
as counsel for HRA’s legal department. Prior to joining HRA, Mr. Packer
specialized in civil litigation with law firms Morris Polich & Purdy and
Sullivan Wertz McDade & Wallace. His legal background also includes experience
in personal injury defense and business law.
Mr. Packer oversees HRA’s assertion of medical liens on behalf of providers,
workers compensation matters including negotiation, hearings and trial, creditor
suits, and issues involving insurance carriers. To facilitate the recovery
system, Mr. Packer works closely with HRA’s Collection Department and
uses HRA’s state-of-the-art information management system, the AS/400,
for early detection of matters appropriate for client liens.
