As Chief Compliance Officer for HRA, Jay works closely with HRA’s Compliance Committee and is responsible for the implementation and management of the company’s compliance program. In addition, HRA’s clients look to Jay for assistance in developing effective internal controls and corrective action plans that promote adherence to not only the applicable federal and state laws, but also the program requirements of federal, state and private health plans. He has extensive knowledge of federal and state medical billing regulations and provides regular guidance to HRA’s clients on problematic compliance related issues and how to avoid similar situations in the future. Responsible for a variety of services designed to maximize reimbursement.
Jay also fights on behalf of providers in combating abusive payment practices of health plans and their delegated payors, utilizing various laws and regulations designed to protect physicians’ rights to fair and timely payment. He is also very active in physician advocacy, representing HRA as a member of the Board of the Emergency Department Management Association (EDPMA), an organization that advocates for emergency department physician groups and their partners to enhance quality patient care through operational excellence and financial stability. In addition, Jay chairs the Billing Task Force Subcommittee for the California Chapter of the American College of Emergency Physicians (CAL/ACEP) and is co-chair for the Emergency Management Oversight Committee for the Physician Emergency Services Funds for San Diego County, California.
Jay also serves as Director of Business Development for HRA and oversees ongoing client relations with HRA and commercial payors, including contract negotiation with managed care entities.
